the performance of the projects, to foresee the
implementability of the projects in terms of time
and resources started to be conducted. These
studies prevented the squandering of time and
resources while averted the risks that may occur
due to incompetencies in meeting needs of end
users and also made it possible to prepare more
accurate budget plans.
In the 9th Development Plan (2007-2013)
published in 2006, developing production
in a structure that is competitive, self-
sufficient, flexible and integrated with the
country’s industry; that actively participates in
international cooperation activities in the areas
of joint production, design and R&D; that meets
the needs of the defence industry in a secure
and stable manner with national opportunities
and, in order to accomplish this, that gains the
necessary infrastructure, technological and
managerial know-how has been identified as
the main objective. Again, the Defence Industry
Select Commission Report of 2006, foresees the
basic sectoral vision between 2007 and 2013 as,
“Addressing national defence and security needs
by developing effective domestic solutions and
access to a defence industry infrastructure that
possesses international competitiveness.” The
main objectives and policies are the measures
to be adapted at the policy level in improving
the defence industry in line with this vision;
the activation of the procurement system;
preparation for European Union membership;
support of defence industry exports and the
development of defence industry cooperation.
With the 2007-2011 Strategic Plan of 2006, the SSM
has turned towards developing and implementing
strategies and methods for the development of
the defence industry in the mission to meet the
system needs of the Turkish Armed Forces and
public sector agencies in line with the defence and
security requirements of Turkey and that provides
indigenous domestic solutions in accordance
with the strategic defence and security needs of
the country and that has become a specialized
procurement agency that guides a competitive
defence industry. During the 2010s, indigenous
design programs have been emphasized under the
responsibility of the domestic main contractors
in order to ensure that critical technologies and
design capabilities are met domestically to the
maximum extent. SSM’s vision for the 2012-2016
Strategic Plan is to put Turkey ahead in defence
and security technologies and to undertake
the mission of managing the industrialization,
technology and procurement programs that will
continuously improve the defence and security
capabilities of the country.
